FACC President's Message:

I am pleased to invite you to attend the 2022 Summer Conference and Academy scheduled for June 19-22, 2022, at the Renaissance Orlando at SeaWorld® in Orlando! 

As you know, the Florida Association of City Clerks (FACC) is celebrating its 50th anniversary this year. You should have received a FACC 50th logo lapel pin in the mail earlier this year. Please wear your pin to the event to honor and celebrate your association. This year, instead of having Clerks’ Night Out on Tuesday evening, we will have a 50th Celebration Dinner; this dinner is included with your main event registration. This year’s event promises to be one of the best ever as we celebrate our anniversary!

The 2022 Summer Conference and Academy brings together a wide variety of educational and networking opportunities to meet the challenges we face in the Municipal Clerk’s office. The FACC exists to promote our profession and provide quality, pertinent education to our members. We have been successfully doing just that for 50 years and are looking forward to the future of the FACC. 

During the FACC’s Summer Conference and Academy, we will share experiences, solve problems, meet new friends, begin or cultivate lifelong relationships, celebrate our differences and our one purpose as Municipal Clerks – making Florida’s cities the best they can be! My motto is “Never Stop Learning,” and I hope you learn all you can at this event.

Our Host Committee, co-chaired by City Clerk Rosemarie Call, MPA, MMC, City of Clearwater, and City Clerk Amber M. LaRowe, MMC, City of St. Pete Beach, has been working hard to prepare for our arrival in Orlando. 

The Professional Education Committee, chaired by City Clerk Julie Hennessy, MMC, City of DeLand, and co-chaired by Town Clerk Patricia J. Burke, MPA, MMC, Town of Palm Shores, has created an exciting and challenging lineup of courses that will help you gain knowledge and expertise to focus on further growth and development as a Municipal Clerk. The event kicks off Sunday, June 19, with two Athenian Dialogues! One Athenian Dialogue is with Dawn Michanowicz, MMC, (Retired) Town Clerk, Town of Sterling, Massachusetts, on the book “Shoot Like a Girl: One Woman’s Dramatic Fight in Afghanistan and on the Home Front” by Mary Jennings Hegar, and the second Athenian Dialogue is with Tami Kelly, MMC, Clerk of Council, City of Grove City, Ohio, on the book “Unwise Passions” by Alan Pell Crawford.

Advance Registration

    All participants are encouraged to register in advance to avoid delays at the registration desk. Please complete and return the registration form, along with payment, to FACC, P.O. Box 1757, Tallahassee, FL 32302. Make your check payable to FACC. We cannot accept purchase orders. Visa, Mastercard, American Express, or Discover Card are accepted for online registration only. Registration forms will not be processed without payment in full. 

Online Registration

    You will need a username and password to register online. If you have never registered for an FACC event online, please contact Rachel Embleton at (850) 222-9684 or rembleton@flcities.com for your credentials. 

    You can pay online with your Visa, Mastercard, American Express, or Discover Card, or you can mail your registration form and fees by check to FACC, P.O. Box 1757, Tallahassee, FL 32302. You are not considered registered until your payment is received and processed, and you will not receive housing information until registration is paid.

Hotel Information
    The Renaissance Orlando at SeaWorld® will serve as the host hotel. The room rate is $179 per night. Complimentary self-parking is available for guests staying at the hotel. Resort check-in is 4:00 p.m. Check-out time is 11:00 a.m. If you are interested in a late checkout, please make arrangements directly with the hotel. 

    To protect our room block for registrants, it is our policy that housing information is only released upon payment of registration. Once your registration is paid, you will receive housing information via email. Please note the cutoff date to make hotel reservations is May 27, 2022. However, the room block may be filled before that date, so make your reservations as soon as possible. It is important that you register for the conference and academy early so that you have plenty of time to make your reservations. NOTE: IF YOU MAKE YOUR HOTEL RESERVATION OUTSIDE OF OUR ROOM BLOCK, YOUR ROOM IS NOT PROTECTED AND IF THE HOTEL BECOMES FULL, THE HOTEL COULD POSSIBLY MOVE YOU TO A DIFFERENT HOTEL.

    Registration fees must accompany all registration forms. To qualify for the advanced registration fee, registration forms must be postmarked on/or before Friday, May 27, 2022. Registration forms postmarked after May 27, 2022, will be processed at the specified regular fee. All registration forms must be received by June 13, 2022. If you are unable to meet this deadline, please register onsite. The registration fees are:

Member/Nonmember Registration

Guest Registration

Additional Event Tickets

    Extra tickets for the Welcome Reception, Business Luncheon and 50th Celebration Dinner may be purchased in advance or at the registration desk. The Welcome Reception ticket is $50 per person, the Business Luncheon is $45 per person and the 50th Celebration Dinner is $155 per person. There is limited seating and a limited number of tickets available for the 50th celebration dinner. Note: Your name badge must be worn for all events, and tickets must be presented to enter the events.

    This Athenian Dialogue discusses the book “Shoot Like a Girl: One Woman’s Dramatic Fight in Afghanistan and on the Home Front” by Major Mary Jennings (MJ) Hegar.

    She’s got grit, determination and the guts to sue the Secretary of Defense. Meet MJ as she tells her story in her book “Shoot Like a Girl: One Woman’s Dramatic Fight in Afghanistan and on the Home Front.” This daylong session provides a unique opportunity to share experiences you have endured at work with your colleagues in your city and across the state. Our dialogue is a true story of MJ, a young woman from Texas who served with honor in the U.S. Air Force and National Guard. She was awarded the Purple Heart after her third tour in Afghanistan. At every base she is deployed, she shares her experiences openly. Her honesty is disarming for such a tough warrior. She demonstrates courage and perseverance; she reflects her fight for equality on the battlefield and in the courtroom.  

    Your presenter will bring history and humor to this Athenian Dialogue and will reveal the golden nuggets within this book. Golden nuggets are the lights we follow when we are at our wits’ end and cannot find a solution. In small groups, you will have time to share your story or situation, seek a solution and develop trust. Join this session and share your thoughts on MJ’s journey. Senator John McCain said this about the book: “A must-read about an American patriot whose courage and determination will have a lasting impact on the future of our Armed Forces and the nation.”

    Pre-Conference Workshop: Athenian Dialogue: “Unwise Passions”*



    This Athenian Dialogue discusses the book “Unwise Passions” by Alan Pell Crawford.

    This book begins with a beautiful young woman named Nancy Randolph, who is talented, smart and from a wealthy and powerful family. All the men find her charming and hope to win her hand. So how does she become accused of infanticide and adultery? How does she survive such a great scandal? Join us for this Athenian Dialogue to find out how Nancy survives, endures and rises above to demonstrate leadership in her time. 

    This session will provide a unique learning experience with a very interactive approach. All attendees will participate and give their thoughts on the good and bad leadership qualities found within the book. Reading the book is only the first part of this session. The real experience comes from attending the session and hearing from the other participants. The presenter hopes that once you attend this Athenian Dialogue, you will enjoy the session so much that you will become hooked on reading all types of books as well as participating in future Athenian Dialogues.

    Athenian Leadership Society Dialogues are limited to a minimum of 10 participants and a maximum of 30 participants per session on a first-come, first-served basis. Participants are required to purchase and read the book prior to the session. Due to the pre-work involved (reading the book), on-site registrations are not allowed.

50th Celebration Dinner

    When: Tuesday, June 21, 2022

    Time: 6:30 p.m. - 10:00 p.m. 

    Join us to celebrate FACC’s 50th anniversary! This dinner is included with your main event registration. The dinner will take place at the hotel. Let’s dress up and enjoy celebrating ourselves, our profession and our association during the 50th Celebration Dinner. Entertainment will be provided by Fun Pianos!, a dueling piano spectacular.

Education Sessions

    Municipal Clerks attending the FACC 2022 Summer Conference and Academy have the opportunity to earn one Certified Municipal Clerk (CMC) experience point for attending the conference portion of the program and up to 15 hours (equivalent to 7.50 CMC or Master Municipal Clerk [MMC] education points) for attending the educational portion of the program. CMC/MMC hours approved by the International Institute of Municipal Clerks (IIMC) are listed after each educational session in the program. (Additional hours are awarded to those successfully completing the Athenian Dialogue.)

    Clerks who are working toward their CMC or MMC designations and wish to receive the maximum points allowable by IIMC will need to one) have their name badge scanned after every session, and two) complete and submit an Ideas to Action (ITA) form for each education session.

    A Certificate of Completion, with educational hours earned, will be sent electronically to participants approximately 60 days following the conference and academy.

    The education curriculum for both the CMC and MMC sessions was developed, reviewed and approved by the John Scott Dailey Florida Institute of Government (IOG) at Florida State University as an IIMC-approved institute, in cooperation with the FACC Professional Education Committee and the FACC Board of Directors. 

Event Attire

    Attire for the Summer Conference and Academy is business casual for all sessions and most activities. Let’s dress up and enjoy celebrating ourselves, our profession and our association during the 50th Celebration Dinner.

    FACC will be hosting the 13th Annual Silent Auction and the 11th Annual Purses with a Purpose Auction at this year’s conference and academy. Items are needed for BOTH auctions. If you have an item you feel would work for the silent auction, please email pictures and/or a detailed description, along with estimated value, to FACC Silent Auction/50-50 Drawing Committee Chair/Town Clerk Sherry D. Henderson, CMC, at shenderson@townofhillsborobeach.com so that bidding sheets may be prepared in advance. If you are interested in donating a gift card to create gift card bundles for the auction, please advise Sherry and mail all gift cards to her (or to Priscilla Torres; addresses are below) so that gift card bundles and bidding sheets may be prepared in advance. The gift card(s) can be any denomination you wish to donate.

    Of course, your participation in these two auctions is voluntary, but we look forward to another great year for both auctions. It is a lot of fun bidding against your fellow Clerks!

During this session, you will learn how to turn negative situations into positive or neutral outcome situations. Gain insight on how to look at each workday as a fresh start with new opportunities. Discover three secret motivational strategies that will inspire you to reach higher, perform better and make the best of anything that comes your way. Session A: You Can’t Walk Through the Pig Pen Without Getting Mud on Your Feet: The Three Musts of Self-Care

Through the hustle and bustle of everyday life, many government personnel often spend so much time addressing the needs of others that they often overlook crucial self-care treatment. In fact, one research study showed that 53% of American employees report feeling burned out at work. This resulting burnout can lead to constant fatigue, insomnia, frustration, lingering colds, headaches, ulcers, hypertension and gastrointestinal disturbances. This highly interactive, high-energy and uplifting session will help Municipal Clerks explore trends where fatigue and stress may occur. The presenter will share her experience running a crisis center and how she helped professionals maintain a healthy balance between service to others and home/personal life. Through engaging group exercises, discussions and self-reflection, participants will learn refreshing new mindsets and tools to help prevent undue stress and exhaustion. Takeaways include an increased self-awareness through exploring our own limitations, challenges and struggles and new actionable tools to maintain a healthy balance between professional obligations, constituent care and self-care.

Session B: Problem-Solving and Decision-Making for Clerks

The Municipal Clerk is the hub of government, wearing many hats and performing a myriad of duties as diverse as the municipalities themselves. The work demands versatility, sound judgment, accuracy and no end of patience. A major part of success depends upon the ability to solve problems and make sound decisions as you keep your local government humming along. Going with your gut feeling can be costly, time-wasting and foolish. Learn the true definition of what constitutes a problem and why this alone can free up a lot of wasted time. In this session, you will learn the four steps of the problem-solving process, two essential measures you must have in order to conduct problem-solving and a six-step decision-making process that will allow you to function smoothly like the hidden gears in a complex machine.

You are sitting in the commission meeting, and you are next to speak. Are you nervous? Do you know what you are going to say? Are you confident that people in the meeting will be able to hear you? In this session, you will receive tips and tricks for successful presentations, and you will practice working on these skills so that you will leave more confident than ever. This session will build your skills and enable you to:
Deal with stage fright – get those butterflies under control with some helpful hints
Project, project, project – make sure your audience can hear you, so they receive your message
Create effective visual presentations – ensure your visuals support your message.

Session B: Having Difficult Conversations

What do you want to hear first, the good news or the bad news? Have you ever had to start a conversation with this question? No doubt we all have.
